The No Child Left Behind (NLCB) Act, effective 2002, is designed to ensure that all children have a fair, equal, and significant opportunity to obtain a high-quality education, regardless of their families financial status. The legislation provides resources for students to reach proficiency levels on challenging state academic standards and assessments.

One critical option under NCLB is the Supplemental Educational Services (SES) program. SES targets all students who attend Title I schools that have not made Adequate Yearly Progress (AYP) for three consecutive years or longer and receive Free/Reduced-Price Lunch.

SES tutoring offers high quality research-based programs by state approved providers in subject areas such as reading, language arts, and mathematics. Providers may include: for-profit companies, non-profit groups, local community programs, colleges or universities, national organizations, faith based groups, private, charter and traditional public schools, and districts that have not been identified as in need of improvement.

Provider Evaluation and Monitoring

• Providers that have not improved the academic achievement of their students for two or more years are removed from the state approved provider list.
• Districts provide information to the state assisting in the evaluation and monitoring process.
• The state of Florida develops and applies objective criteria to evaluate providers and monitor the quality of services.
• Providers submit end of year reports to the Florida Department of Education.
