Office of K-20 Budget FAQ's

1. Where does the lottery money go for education?

The Department of Education produces an annual publication of Education Appropriations funded by the Florida lottery and the document includes a history of appropriated lottery funds since the beginning of the Florida Lottery, and may be found at http://www.fldoe.org/strategy/pdf/lottery.pdf.

2. How much money does my district receive for K-12 schools?

The current Florida Education Finance Program (FEFP) calculation of funds to be distributed to school districts may be found at http://www.fldoe.org/strategy/fefp1st.asp.

3. How are school districts funded?

The Department of Education each year updates the Funding for Florida School Districts document. This is a step by step funding process of the Florida Education Finance Program (FEFP) and may be found at http://www.fldoe.org/fefp/pdf/fefpdist.pdf.

4. Who is the budget officer for my division within DOE?

A list of personnel in the K-20 budget office as well as the "budget officer for" information may be found at http://www.fldoe.org/budget/default.asp.

5. How much money did the State of Florida provide to education?

A copy of the current General Appropriations Act providing the details of the current State of Florida budget may be found at http://www.fldoe.org/strategy/pdf/2003-397.pdf.

6. What percentage of the state universities' total operating budget is appropriated by the Legislature and student tuition/fees?

These percentages have slightly fluctuated over the past three years. However, the state appropriated funds and student tuition/fees have not exceeded 42 percent of the total operating budget. For instance, in 2001-02 it was 41 percent, in 2002-03 it was 42 percent and in the current fiscal year, which is 2003-04 it is 41 percent. Beginning in 2002-03, student fees were no longer appropriated by the Legislature.

7. When will all the state universities (University of Florida - UF; Florida State University - FSU; Florida Agricultural & Mechanical University - FAMU; University of South Florida - USF; Florida Atlantic University - FAU; University of West Florida - UWF; University of Central Florida - UCF; Florida International University - FIU; University of North Florida - UNF; Florida Gulf Coast University FGCU; and New College of Florida - NCF) stop using FLAIR to process their financial transactions?

Five state universities (USF, FAU, UCF, FGCU and NCF) stopped using FLAIR on July 1, 2003 for their non-payroll financial transactions. Beginning in January 1, 2004, these same universities stopped using the Bureau of State Payroll to process their payroll.

On July 1, 2004, the remaining six state universities will stop using FLAIR for their non-payroll financial transactions. Beginning in January 1, 2005, four (FSU, FAMU, UWF, and UNF) of the six state universities will stop using the Bureau of State Payroll to process their payroll. However, UF will stop using the Bureau of State Payroll to process their payroll on July 1, 2004, while FIU is schedule to stop using the Bureau of State Payroll to process their payroll on January 1, 2006.
