The Competencies and Skills Required for Certification in Educational Leadership in Florida, Second Edition is a publication produced by the Florida Department of Education. It includes a comprehensive listing of the State’s requirements for demonstrating competency and knowledge in the areas of School Management, School Communications, and School Operations. The second edition contains the most recent competencies and skills approved by the State Board of Education in 2002. return to top

Proposed Changes to the FELE Competencies and Skills

The Department has published a draft copy of the revised FELE Competencies and Skills on the Internet in Adobe PDF format. This draft reflects the findings and recommendations of numerous stakeholders and includes the results of the External Validation Survey submitted to FELE instructional, operational, and school leaders across the state of Florida (e.g. Principals, Assistant Principals, District Administrators, and University Professors of Educational Leadership). The survey was distributed to all College of Education Educational Leadership programs and a random sample consisting of District Administrators/Specialists and School Building Administrators. The total number sampled was approximately 3,000. Based on feedback after the survey the competencies and skills were modified to reflect the current wording. This draft is not final until approved by the State Board of Education

Sample Prompt for New Written Performance Assessment

The competencies and skills for the new FELE will be presented for State Board of Education (SBE) review in June 2008. If approved, the following written performance assessment will go into effect beginning January 2009. The Department of Education has provided a sample prompt, the approved FELE rubric, and a data trends table. For scoring purposes, anchor papers will be provided to FELE raters to assist with the rating process.

The written performance assessment is intended to measure prospective educational leaders' and administrators' ability to analyze and interpret educational data. Written responses will be evaluated for content accuracy, data trend analysis, organization, appropriate audience level, and grammar. All three elements (prompt, rubric, and data trends) will be needed by the FELE rater in order to properly score the response.

  • FELE Sample Prompt (PDF, ). This sample serves as a representation of a prompt that examinees will be required to answer for the written performance exercise of the new FELE.
  • FELE Rubric (PDF, ) A rubric is a guide for scoring. The rubric identifies performance features to be judged, includes the criteria for evaluating those features, and describes how performance varies across the scoring scale. Written responses are scored using a 6- point rubric (6 being the highest possible score point, 1 the lowest).
  • FELE Data Trends (PDF, ) The data trends in this table should be present in a written response to achieve a particular score. Because these elements depend upon the wording of the prompt, each table will be task specific. The table will be used by FELE raters/judges as a guide in determining the score of a given written response. The above FELE Data Trends is specific only to the FELE Sample Prompt (PDF, ). The data trends will be a confidential part of the prompt.
