INTRODUCTION
PURPOSE OF THE 2003-04 WDIS DATABASE HANDBOOK:
This 2003-04 District WDIS Data Base Handbook is a tool for school district directors of adult general education, postsecondary vocational education, and management information services, as well as data entry personnel. It is designed to offer both guidance and timely information for the reporting of adult general education and postsecondary vocational education student data in the Workforce Development Information System (WDIS). It includes reporting elements, associated notes, formats, timelines and supporting appendices.
WHAT IS WDIS?
The Workforce Development reporting system is called WDIS [Workforce Development Information System]. In 2003-04 it still uses five reporting formats. Each format contains specific data elements required for gathering student and teacher data. The materials in this Handbook are specifically focused on the school district reporting of postsecondary vocational education and adult general education students during the term reporting periods "F", "W" and "S" via the Department of Education (DOE) Information Data Base.
Secondary students are reported in WDIS when they are co-enrolled in the adult general education program. Secondary vocational education students are reported in the K-12 reporting system. SYSTEM REQUIREMENTS
All public school districts are required to submit all postsecondary vocational and adult general education enrollment data via the DOE Student Information Data Base. Section 229.555(2), Florida Statutes, requires the development and implementation of a comprehensive management information system linking all levels of the state education system. Rule 6A-1.0014, Florida Administrative Code, details all automated student and staff information requirements. Section 239.209, Florida Statutes, addresses specific requirements regarding the vocational education management information system. In addition, Senate Bill 1688 passed by the 1997 Florida Legislature provided for the establishment of a Workforce Development reporting system to implement the data requirements mandated in that act.
REQUIRED REPORTING FORMATS
In each format title, the acronym "WDIS" stands for Workforce Development Information System:
(1) WDIS Adult General Education Student Course (DB9 48x)
(2) WDIS Student Demographic Information (DB9 46x)
(3) WDIS Student End of Term Status (DB9 50x)
(4) WDIS Teacher Course (DB9 49x)
(5) WDIS Vocational Student Course Schedule (DB9 47x)
TIME LINES
Window F - [reporting 2003-04 WDIS summer term(s)] is due September 19, 2003
Window W - [reporting 2003-04 WDIS fall term(s)] is due February 13, 2004
Window S - [reporting 2003-04 WDIS winter term(s)] is due July 8, 2004
Prior to the due date, the district should enter the necessary data in the local automated information system, prepare the necessary automated reporting formats from the local system, edit the data locally, and correct all edit errors. The reporting formats should be transmitted to the state on or before the due date. The Department of Education will edit the data when they are received. Records that do not pass the reject rule edits are immediately rejected and not loaded to the database. When these edits are applied to an initial submission to NWRDC, any data set with twenty percent or more of its records in error is rejected in its entirety. If less than twenty percent of the records in the data set do not pass the reject rule edits, the error-free records are loaded to the database and only the records in error are rejected. The twenty percent rule does not apply to data sets submitted for batch update. These edit programs are available for the districts to modify and run prior to submitting data for a survey.
Error reports will be made available to the district via the Northwest Regional Data Center (NWRDC). The district should correct the records and resubmit them.
The state processing windows during which the edit/correction cycles occur are:
Window F - from September 8, 2003 to October 24, 2003
Window W - from February 3, 2004 to March 3, 2004
Window S - from June 14, 2003 to July 30, 2004
After each state processing window is closed, records will then be processed by CCTCMIS, which will use the data in producing 2003-04 files and reports, including those that are used in placement, follow-up, and workforce development funding. Other agencies and organizations also will use these records.
NOTE: After completion of processing for the current window, a district can choose to update data from a previous window in the same year. To do this, the district must contact Sue Brennan (sue.brennan@fldoe.org, 850/245-9517) to request permission to update.
