INTRODUCTION
PURPOSE OF THE 2003-04 SECONDARY VOCATIONAL DATA BASE HANDBOOK:
This 2003-04 Secondary Vocational Data Base Handbook is a tool for school district directors of vocational education, and management information services, as well as data entry personnel. It is designed to offer both guidance and timely information for the reporting of vocational education student data during Survey 5. It includes secondary vocational data elements, associated notes, reporting formats, edits, timelines, and supporting appendices.

SYSTEM REQUIREMENTS
All public school districts are required to submit all secondary vocational enrollment data via the DOE Student Information Data Base. Section 229.555(2), Florida Statutes, requires the development and implementation of a comprehensive management information system linking all levels of the state education system. Rule 6A-1.0014, Florida Administrative Code, details all automated student and staff information requirements. Section 239.209, Florida Statutes, addresses specific requirements regarding the vocational education management information system.
REQUIRED REPORTING FORMATS
District secondary vocational education data elements are contained in these four state reporting formats:
(1) Student Demographic Information (DB9 13x)
(2) Student End of Year Status (DB9 17x)
(3) Vocational Teacher Course (DB9 24x)
(4) Vocational Student Course Schedule (DB9 16x)
TIME LINES
Secondary vocational student data are reported in Survey 5 one time each year according to the following schedule:
Due date: August 6, 2004
State processing: August 2 - September 10, 2004
Update Window: October 8 - 20, 2004
Final Update/Amendment Date: May 6, 2005
Prior to the due date, the district should enter the necessary data in the local automated information system, prepare the necessary automated reporting formats from the local system, edit the data locally, and correct all edit errors. The reporting formats should be transmitted to the state on or before the due date. The Department of Education will edit the data when they are received. Records not passing initial edit requirements will be rejected. Error reports will be made available to the district. The district should correct the records and resubmit them. After each edit/correction cycle is closed, records will then be released to CCTCMIS, which will use the data in producing 2003-04 files and reports.
NOTE: Districts will be able to continue update processing on a weekly schedule until the files are made available for nightly update in October, concurrent with the Grad Rate update window. If there is a need to process initial files during the October update window, the district must contact Sue Brennan (sue.brennan@fldoe.org, 850/245-9517) to request permission to update. After the October update window closes, the Vocational Student Course Schedule and Vocational Teacher Course formats will be closed to allow CCTCMIS processing for Perkins and NRS. After this point, districts must call Sue Brennan for permission to update these files. Please be aware that any updates made after the closing of the October update window will NOT affect the data for NRS, Perkins or FETPIP.
HANDBOOK UPDATES
This handbook is electronically updated on an as needed basis throughout the 2003-04 school year. An "Updates" link found near the top of this handbook home page will provide access to these updates. You will then view an annotated listing of the changes to elements, formats, edits, appendices, etc. associated with this handbook.
